Our Mission

The North American Stormwater and Erosion Control Association of Wisconsin (NASECA-WI) is a Wisconsin-based 501c3 non-profit professional membership association dedicated to offering low-cost, high quality continuing education and networking programs to those in the field of erosion and sediment control and stormwater management.

Each year, NASECA-WI hosts an Annual Conference & Trade Show in early February; Classroom/Field Event in Rice Lake, WI in September; and an Erosion Control Permit Compliance Training in late November/early December. NASECA-WI may also host other events throughout the year.

NASECA-WI is governed by a nine-member board of directors from public and private sectors of the industry. In addition, a number of committees served by both the board of directors and members are actively engaged in carrying out the goals of the organization.

Board of Directors

Eric Rortvedt, P.E., NASECA-WI President

Eric Rortvedt, PE is a retired Water Resources Engineer from the Wisconsin Department of Natural Resources (WDNR). Eric obtained a B.S. degree in Civil and Environmental Engineering from the University of Wisconsin-Madison and is a registered Professional Engineer. He worked for WDNR in WPDES permitting for 32 years and 26 years within the storm water program as an engineer and/or program coordinator. Eric reviewed erosion control
and stormwater management plans, conducted field inspections, and was involved in drafting chs. NR 151 and 216, Wis. Adm. Code, which covers the WDNR construction site, industrial and municipal stormwater discharge permit programs.

Peter Tonn
Silt Sock Erosion Control Products, Portage, WI

Peter Tonn is the Founder and Owner of Silt Sock, Inc. He has been a long-time NASECA Member and Sponsor. He is also Member and Sponsor of IECA. He is a proud Husband, Father, and deer hunter who knows the best day of deer hunting is the day before deer hunting.

Jeremy Balousek, P.E., NASECA-WI Vice President
Dane County Land and Water Resources Dept., Madison, WI

Jeremy Balousek has worked for the Dane County Land and Water Resources Department in Madison, Wisconsin since 1997. In his position as Division Manager, he is responsible for leading the implementation of the countywide erosion control and stormwater management programs. Jeremy received his B.S. and M.S. in Soil and Water Engineering from the University of Wisconsin – Madison and is a licensed Professional Engineer.

Joshua Harder, P.E., NASECA-WI Treasurer
Erosion Control Engineer, Dane County Land Conservation, Madison, WI

Josh Harder is an Erosion Control Engineer with Dane County’s Land and Water Resources Department. He has been with Dane County since 2003 and has held the position of Erosion Control Engineer since 2005. Josh graduated from the University of Wisconsin-Madison with a B.S. in Biological Systems Engineering. He is a member of the American Society of Agricultural and Biological Engineers and is a licensed Professional Engineer in the State of Wisconsin.

Mike Hackel
Homburg, Madison, WI

Mike is a 2000 graduate of the University of Wisconsin – Platteville with a degree in Construction Management. Mike started with Homburg in 2000. Mike has experience in construction staking, site design, AutoCAD drafting, and Paydirt and TerraModel estimating/modeling software. Mike currently coordinates site design, estimating and project management. Mike is a licensed Utility Contractor, Pipelayer and Erosion Control Inspector, State of Wisconsin.

Wendy Braun, P.E.
DTSD-Bureau of Equity/Environmental Services, Madison, WI

Wendy Braun has worked with the Department of Transportation for the past 7 years. She started in construction as the Assistant Field engineer then moved to the Environmental team in the Southeast Region of WisDOT as the Storm water and Erosion Control Engineer. She was promoted to Central Office Bureau of Equity and Environmental Services as Stormwater Engineer and has continued with Erosion and Sediment control. She has worked extensively with larger construction projects in the state including the Marquette Interchange and St. Croix Bridge. Prior to WisDOT, she was employed as a Civil Engineer for Central Engineers and Northern Environmental conducting tasks such as designing drainage, sanitary, and storm sewer for roads, subdivisions and LUST cleanups.

Jeremy Ashauer, P.E.
WisDOT Bureau of Technical Services

Jeremy Ashauer is the Statewide Erosion and Sediment Control Engineer for the Wisconsin Department of Transportation.  Jeremy joined the Environmental Services Section of WisDOT in November 2020 with over 20 years of experience in the design and construction of transportation projects.  He is responsible for leading statewide efforts on policies, codes, and guidance related to erosion and sediment control practices.  Jeremy received a B.S. degree in Civil Engineering from the University of Wisconsin-Platteville and is a registered Professional Engineer in Wisconsin.

Kris Lyons
Village of Little Chute

Kris is a Civil Engineering Technician with the Village of Little Chute Engineering Department.  He has been employed with the Village of Little Chute since 2020 with his primary role as the lead designer for the rehabilitation and expansion of the community’s infrastructure.   Previously he was employed with the City of Oshkosh as a Civil Engineering Technician Program Manager for 13 years with his primary responsibilities revolving around the implementation and enforcement of erosion control and storm water policies for municipal and commercial projects.  Kris received his B.S. in Geography from the University of Wisconsin – Stevens Point and holds a certification as a Certified Professional in Erosion and Sediment Control.

Jay Settersten
SetterTech Natural Environment Technologies, Madison, WI

Jay Settersten is the president of SetterTech, LLC and a graduate from the University of Wisconsin – Madison. He has experience in erosion control and storm water management including water infiltration and sedimentation in urban situations, shoreline management, prairie restoration/establishment, erosion control systems, permitting and planning. Jay has worked to establish plant science in the world of erosion control and storm water management over his 25-year career. He previously served as President of NASECA-WI and also sits on the Wisconsin Land Improvement Contractors Association Board of Directors. Jay has worked with private, commercial and municipal sectors over his tenure and his personal mission is to make land and water stewardship a priority for all.

Kristie Kasbohm, NASECA-WI Executive Director
Madison, WI

Kristie Kasbohm is a graduate of the University of Wisconsin-Stevens Point with a Bachelor of Arts degree in Communications. She has worked in the non-profit arena since 2000 in a variety of settings including: performing arts, healthcare, and environmental with experience in a number of capacities including: financial, membership, fundraising, marketing, graphic design, volunteer management, and strategic development. Kristie has served as the Executive Director of the North American Stormwater and Erosion Control Association of Wisconsin since 2012.

NASECA-WI Committees, Liaisons, and Memberships

NASECA-WI is pleased to bring together industry professionals to serve on committees and as liaisons in order to help bring positive change to erosion control and stormwater management in Wisconsin.

Please contact us with your interest in serving on one of the NASECA-WI committees listed below.

The Executive Committee shall be comprised of the officers (President, Vice-President, Treasurer, and Secretary) and Executive Director. This Committee shall evaluate and adjust goals of the organization as appropriate.

The Executive Committee generally has a conference call before the June board of directors meeting.

The Budget and Finance Committee shall be comprised of the Treasurer (Chair), Executive Director and one additional member appointed by the President. This Committee has the power to allocate investment funds in accordance with approved budgets, open and close of financial accounts, and authorize spending necessary to carry out the duties of the Committee. All business of the following classes shall be automatically referred to the Committee: development and maintenance of the annual budget, allocation of unbudgeted capital resources, unbudgeted revenue generation, acceptance and awarding of grants, and special rules of order related to association finances. The Committee will provide quarterly budget status reports and a year end budget report.

The Finance and Budget Committee meets by phone and email on an as-needed basis. There are no term limits to the chair or member positions of this standing committee.

The chair of the Annual Conference Committee is to be appointed by the President of NASECA-WI and shall be supported on the Committee by at least two representatives from the board of directors and NASECA-WI members. There are no term limits to the chair or member positions of this standing committee.

The purpose of this Committee is to organize the NASECA-WI Annual Conference in a manner that supports professional enhancement by meeting the educational needs and networking opportunities requested by professionals in the stormwater and erosion control industry. This Committee will ensure that organization’s founding mission of providing high-quality, low-cost education is carried out in the planning of the NASECA-WI Annual Conference. The Annual Conference is typically held during the first week of February.

The Annual Conference Committee typically meets by phone once per month from April-August and twice per month from September-January.

The chair of the Project Committee is to be appointed by the President of NASECA-WI and shall be supported on the committee by a President-appointed co-chair and at least four other representatives from the board of directors and NASECA-WI members from various employer types in the erosion control and stormwater industry. There are no term limits to the chair or member positions of this standing committee.

The purpose of this Committee is to identify and resolve public problems in which implementing erosion control and stormwater management practices is the solution. This will be accomplished by: identifying a problem; developing a plan; partnering with various included groups, consultants, manufacturers, and others as needed to solve the problem; obtaining funding; and providing post-project reports and analysis.

The chair of the Website Committee is to be appointed by the President of NASECA-WI and shall be supported on the Committee by at least two representatives from the board of directors and NASECA-WI members. There are no term limits to the chair or member positions of this standing committee.

The purpose of this Committee is to oversee development and content of the NASECA-WI website. This committee primarily communicates via email on an as needed basis and may hold in-person meetings as needed.

The chair of the Membership Committee is to be appointed by the President of NASECA-WI and shall be supported on the Committee by at least two representatives from the board of directors and NASECA-WI members. There are no term limits to the chair or member positions of this standing committee.

The purpose of this Committee is to promote the recruitment and retention of NASECA-WI members. The Committee shall work to develop benefits that support members in their professional role. The Membership Committee typically meets by phone on an as needed basis.

The chair of the Standards Committee is to be appointed by the President of NASECA-WI and shall be supported on the Committee by at least three representatives from the board of directors and NASECA-WI members. There are no term limits to the chair or member positions of this standing committee.

The purpose of this Committee is to provide input to the Standards Oversight Council on draft standards with regard to issues surrounding stormwater management and erosion control.

The Standards Committee typically communicates via email and may meet prior to board meetings on an as needed basis.

The chair of the Programs and Funding Committee is to be appointed by the President of NASECA-WI and shall be supported on the Committee by at least two representatives from the board of directors. There are no term limits to the chair or member positions of this standing committee.

The purpose of this Committee is to improve current and future programs and program funding through analysis of past program’s attendance, evaluation results, and profit and loss in addition to research of current and potential audiences and funding sources. This Committee is responsible for the enhancement of current and development of new NASECA-WI program and program funding communication practices.

The Program and Funding Committee typically communicates via email and may meet prior to board meetings on an as needed basis.

The UW-Extension Partnership liaisons shall be made up of at least one representative of UW-Extension and at least one NASECA-WI President-appointed representative from the NASECA-WI board of directors. There are no term limits to these positions.

The duties of these liaisons are to support the mutual programs and opportunities of UW-Extension and NASECA-WI through marketing and program development, which may include identifying and securing program speakers. The liaisons primarily communicate via email on an as needed basis and may hold in-person meetings as convenient.

The purpose of this Committee is to organize the Rice Lake Classroom/Field Event in a manner that supports professional enhancement by meeting the educational needs and networking opportunities requested by professionals in the stormwater and erosion control industry. This Committee will ensure that organization’s founding mission of providing high-quality, low-cost education is carried out in the planning of the Rice Lake Classroom/Field Event. This event is usually held in September. We have recently partnered with MECA to host this event.

The liaison to the Urban Forestry Council is to be appointed by the President of NASECA-WI upon being appointed by the Secretary of the Department of Natural Resources. The DNR has set a term of 2 years for this position; there are no term limits set by NASECA-WI to the position of this standing committee.

The duties of the liaison are to inform the NASECA-WI board of directors of activity of the Urban Forestry Council and present opportunities for collaboration as they arise. The liaison attends Urban Forestry Council meetings as scheduled.

Clear Waters Initiative Green Tier Member

NASECA-WI became a member of Clear Waters Initiative Green Tier in 2018. As a member of Clear Waters Initiative, NASECA-WI will attend organizational meetings, tours, and contribute its collective knowledge and resources to the betterment of stormwater and erosion control practices in and around Dane County, WI.

The purpose of this Committee is to organize the Erosion Control and Compliance Training in a manner that supports professional enhancement by meeting the educational needs and networking opportunities requested by professionals in the stormwater and erosion control industry. This Committee will ensure that organization’s founding mission of providing high-quality, low-cost education is carried out in the planning of the Erosion Control and Compliance Training. This training is held annually in the winter and periodically throughout the state.
